i used to have this same issue about every couple months and i would follow option 1 to fix it. I use chrome, and in the past I've always eventually managed it, but this time (December 2012) I'm beaten. I am going to uninstall and reinstall it ONCE AGAIN , this making at least 9 times in the last 3 months.

It seems that every time there's an update I have to spend hours trying to get the download button to re-appear. In my case looking at preferences/download & recording/webdownload & recording ONLY internet explorer 9 is shown and not Chrome.
